If I max a 92 TTAS player to a 99 and then want to downgrade him will I receive the full 4300 currency back or no?
No,you get taxed like you normally do when you sale a card.

You'll receive about 3600 or 3800. Equivalent to around 50k coins is your loss. Not terrible.

Correct. When you power them down you still get taxed and don’t get the full amount you put in. Its the same as when you equip abilities and you take them off you never get the full amount back.

I powered up Zack Martin the first step (150 Theme Team Coins) a few days ago to test it out, it returned the full amount.

Pretty sure it only refunds the same amount in the first step. I looked after upgrading Martin and it was definitely not going to refund the full TT coins. It actually seemed like a pretty hefty tax as to be expected from EA.

Ahh, that's insane. Especially since it costs ~400k+ to fully upgrade from 92 to 99. To only get 50%, even 90%, returned is trash.

Yeah I was gonna say first step is fine. You get the 150. But you get taxed more and more every time the higher up you go. I didn’t downgrade but i have Martin to a 97 and I was going to but after seeing how much of a tax there was I just left him as is.

My hop is that when the Theme Team All-Star program expires, that the coin/training upgrade is much more reasonable.
I know, I know, that's wishful thinking/hoping from EA.

Yeah I think last year after TT Remix currency converted to training it was the same amount of training as any 99 OVR quicksell to fully upgrade one of the 92’s.
