Any list that doesn't include infinite flux is just wrong, I have never played against anybody using those cards. You saw random Reels Deals for a while, and Gronk and Nnamdi were META for a long time. IF by far the worst.
TT all-stars my fave for sure, and we still have another part. Also loved ZC and Combine.

Absolutely loved the Playoff And SB promos. Thats about it.
Worst is without a doubt TOTW.
It should be the best promo but is just terrible year after year. Anything after the Super Bowl doesn’t matter much to me.
The best/worst promos for me both have to do with interaction of the actual NFL. Playoffs/SB gave great cards to players/teams playing well. TOTW was an abomination with its ignoring of great games by individual players due to future plans to make a card for said player 2 months later.
The BEST was NFL Draft
