I would go with whichever one you think will be the most fun at this point in the year.

Personally, I'd opt for theme team since I hate that the legends theme team is a thing.

If you can max out your three TT Remix boosts up to Tier 3 on each... then a 50/50 TT has way better stats across the board than a 40/40 Legends team.  The boosts are just better.
