What are the Rookie Premiere tokens for?

I see one set that you put 10 tokens in and it seemingly grants you a free Rookie Premiere card (two 98's).  Is this correct? And it's repeatable (so I can get 3 more RP's in M24?

I also notice that this set has the exclamation point saying that the tokens can be used in ANOTHER set.... but I do not see any other set that takes these tokens. And the back of the card doesn't allow you to "add to sets"

Just want to make sure I'm doing the right thing before I go ahead and pull the trigger

The 10 tokens for two 98s is the only set I am aware of that uses those tokens. It is repeatable, so you can get more RPs by doing it multiple times.
