What in Gods name is going on with this Team Diamond Promo

I am on my lunch break at work and I seeing a bunch of hypothesis about what this promo is, so if someone could answer the following questions and tell me what hell is going on, it would be greatly appreciated. 

1. Are the TD cards from sets supposed to be 95's or 92's?
2. If they are 92's, can they be upgraded with tokens, and if so many tokens can we obtain to do this?
3. If the TD cards are supposed to be 92's, how many 95's can I field in my starting lineup?

Any assistance is greatly appreciated, as EA just set a new low for themselves (cue the "My expectations were low, but Holy F**k" meme).

This seems unlikely to be the intent.  I think there were only supposed to be 2x 95's and the rest are the 92s only.  I don't think there are supposed to exist 32x 95 versions of each of the Champions.  I am guessing they are trying to avoid creating more of the 95's outside of Eli and Peppers.
