Tyreek, Penn, and Burton have Chiefs chems instead of ZC, and yet they get +1 speed. in fact, they get double boost: +1 from the strat card, and another +1 from 25 Chiefs :)
I think this shows that it's tied to the card, not the chem. So it doesn't apply to Evans' card despite his chem.

If you go to your binder, you can filter programs, select zero chill and you'll see Evans isn't there.
He's considered an MCS player. It's annoying but it's why he isn't impacted by the strat that only impacts zero chill players.
