Why does it say “offensive ability cap exceeded” when I’m only at 10/12 AP?

I’m really confused. Can’t tell if this is some kind of error or glitch, or if there’s something about the game that I don’t know. 
 

I decided to give Quadfather a spin, since I haven’t used him yet…currently have 4AP on him and 8 on the rest of my offense, but it won’t let me actually activate everybody and I don’t understand.

Oh, it looks like they just raised Quadfathers a factor to 2 AP And persistent to 1AP, so now his 4 AP is 6

thats stupid.

Quadfather just got his AP increased like literally 10 minutes ago, that could be the problem maybe.
