Why does Travis Kelce QB have a PU?

I was playing pack blitz and I noticed the PU card so I went into the database and low and behold, an OOP power up card. Why does just Travis get this if he’s an OOP? Was this or on purpose or a mistake and EA just left it?
I mean it’s EA so what do we really expect

Because every 80+ elite gets a PU (excluding Freeze OOPs and Backyard Ballers)

Ultimate Legend OOP cards don't  get them either.... It is pretty random

Oh I see, I looked and Deebo HB (Playoffs) has a PU too. So it’s not that random I guess. Still doesn’t make much sense
