I mean yes.... Thats why they got rid of loot boxes in the EU and some other places but USA doesnt care and got around it by literally putting the % chances on the packs.

1). Why did you open aka packs before the new content drops and 2) no one said you had to open that garbage.  There is a guarantee, it tells you exactly what the lowest possible thing you can get it.  It's bad, but you choose to open it.

Don't know if it is or isn't (kinda don't care either)...not a lawyer and I don't work for EA (so I was not in the meetings).

I’ve always hated AKA packs.  So expensive and never gives value for me.  More luck with the other promo packs.  But you should never expect value.  It’s a gamble.
