If you just buy 95s, you still have like 10 spots to be filled. 93-94 is probably more accurate

Can easily make a 96+ ovr team with a million using BNDs from the different field passes and from building set champions. (and selling the champion for minimal loss while you pocket the 96/97 ovr BNDs back)

95-97, with all the bnd players from solos and field pass, you can practically build a 92-93 for frre

Does this include the free cards?  Stuff from challenges etc?  Could be a pretty decent team because if you play a lot they pretty much give you one boss or champion per promo And if you count rerolls where you can keep the cards like ROH lets you keep 96 and 98’s!
