Woof thats a lot. If youre planning on playing 24 may as well get the RPs since they carry over and have double 0 chems. Thats the best way to do it.

QB Elway or Shazier
RB X factor RB or MB Cambell
WR Pitts, Allen, hock or any 2 0 ap one 
FS Thomas Davis Jr
LBs dont really matter 
DB any tall DB 6'4 or higher or McAlister (this is going to be your most expensive position) 
Dline Cox/Chase from the pass and this comp pass Sweat

You could build this pretty good 99 ovrl team with some grinding of the field pass and spending of coins 

I built your dbs for zone but you can use MUTT.GG to find good man DBS 

The recivers and TE can be mixed and matched same with the LBs 

As long as the recivers all get SIE or RT for free and the LBs get Tackle supreme for free
