No. It's just set up to determine if a player item can equip an Ability for less AP than the current lowest normal cost for an Archetype. It doesn't determine whether the Ability is baked on or if other options exist. You will have to click the player item and check his Ability slots to see if it's baked on or if there are other options in that slot.
