Between those 2, I'd probably say Hurts.
I'd look into Rodgers with the 2 AP stack of Hot Route Master, Gunslinger, Set Feet Lead, and Fearless.
Tebow is still popular and gets Hot Route Master, Gunslinger, Pass Lead Elite, and Fearless for 3 AP.
I'd just save your coins and upgrade your QB when GTs drop honestly.
