So what are the rules for the combine players like Drake Maye and Brock Bowers, is it first come first serve or are they off limits for everyone?

yeah theyre off limits, once they are drafted whoever has that pick gets the card

just letting everybody know free agents on your team that did not resign have to be removed from your lineup, and you can add all free agent signings made by your team.
