No. They are not dynamic this year since they all started at 86 OVR. What you see on the card is what you get.

If you download Madden Mobile, and link your EA account to Madden Mobile, you get 15k Cred.

This cred is shared across console/MM/PC, so if you already had 35k cred, the 15k bonus would put you @ the 50k cred mark.

Hopefully this can save a few peeps the $10 if you are going after these objectives.

Unfortunately, that's not data we currently have access to but is something we would love to add if it becomes possible in the future.
