Correct. Once you hit 50 (if you use jerseys/playbooks that has counted as well) you can put anyone you want in there. They wont get the TT boosts but the strat cards they will.

Correct. Everything is based off the year before but they also mess up ratings all the time. Some are higher and some are lower.
They do it and adjust it later in season if needed.
