I used Cam and I didnt like his ability buckets as much as Bradys but thats per user.

Eagles look like they have the most fun cards to use (vick/perry/foles/and a bunch of D)
Bucs look like a solid team but nothing too stand outish
Pats look fun and decent.

But you're partially right with your assertion. A lot of legendary type players had different paths to 99 OVR this year.

Ah that’s right.  rice was a limited and then most of the others were below 99 so they went to the wayside in my brain
