Its not never say never but just rare we get brand new cards. There have been some this year though.

Yeah passes like this are newer in the last two years but in the past only the BIG promos Most Feared/Harvest/etc had sets/solos/etc. Any other ones were just bought cards. 

They dont have TOO many just card releases but they are there.

They have these all the time. Its just a promo like TD is just cards.

Wait to see what we get Thur/Friday and prices will be less too.

We just know they want to reduce them.
